I have a sandpit in Platte county and I want to make some rock structure. I dont know where to find rocks/concrete rubble. I was hoping someone has done this before and could give me a lead on where to get some rocks. Any help would be great thanks!

usually Craigslist has tons of broken concrete for sale or even free if you haul it. For boulders,I'd contact the NGPC or NRD and see where they get their boulders from that they use for along the dams/shoreline.

You may try contacting NDOR, they usually have tones of old concrete sitting around, you would have to haul it though, and they might charge you a little since they crush it and reuse it. If you decide to put some in you may want to consider putting down fabric underneath the rip rap or it will settle and sink.
