I've always thought the same thing. I went looking for the rules in the hunting guide and only found the rule for dove and quail. Learn something new every day I guess.
The only time I do it is for cripples. I always throw a rock or a stick out to spook up the birds sitting. If that didn't work then I just let them swim until another group comes in (Does that qualify as a live decoy if I didn't put it there?) or they take off on their own. It's funny how long some birds will sit with your dekes. They know something isn't right, just not sure what.
