Looks like a UFO to me; otherwise, I would say it could be someone wearing a headlamp.

headlight for a 4wheeler?? Or maybe somebody stuck a sock on a tree branch and then shined a blacklight on it.

I don't know about the moon idea. The moon phase calendar I found says that August 12 was a new moon, so assuming the date on the pic is accurate, the moon would be a sliver, right?

Looks like a really bright, flying fish to me. But my guess was somebody wearing a headlamp, as was already mentioned.
