This has been a perplexing question for me over the years. I have one friend who hunts the refuge for deer, ducks, grouse, etc. and a few years ago decided it would be a good place to hunt a turkey as well, not knowing there was a rule and after hunting everything else there, never put much thought into it. $250 for just hunting (not shooting) a turkey later, he learned the hard way.
I can't answer the why, but can certainly veryify that the rule stands. |
