You only have to buy a waterfowl stamp (state or federal) if you intend to waterfowl hunt. You do not have to buy one to fish.

Thanks for the clarification. I was confused as to why anyone would think they would need a waterfowl stamp to fish! Now I see what happened there.

And you are right, you can purchase a hunt/fish combo without purchasing a waterfowl stamp. There are plenty of people who hunt small game but not waterfowl (myself included).

You can complain about prices going up no matter what it is.As long as you keep buying it the prices will keep going up.They finally priced me out of hunting.I have bought a liscense for 22 years.If you want to take a new guy waterfowling to see if he likes it it is unreal the cost.Minimum of $50 to hunt 1 day.I had several guys that would have liked to try snows once and after looking at the cost decided not to. Not sure how to make this show as a quote but was in whitetips post. ""First of all, the modest increase in the price of fishing permits will provide funding that will be used on a new program to improve angler access on public waters. Specifically, we intend to improve access for new and beginning anglers with that program"? So im gonna pay more so that new anglers can have better access ?Maybe the G&P can asphalt the entire shore so nobody gets dirty muddy feet like the camping sites.Try using the money to improve the fishing not better access to bad fishing.
