Constitution & Bylaws





ARTICLE I


NAME & PURPOSE OF THE ORGANIZATION


SECTION ONE


A) The name of the organization shall be Husker Bass Anglers;
hereinafter referred to as the (HBA).
B) This organization will be an affiliated member of the Collegiate Bass
Anglers Association (CBAA).

SECTION TWO


The purpose of this organization is:

A) To unite men and women through the common bond of fishing.
B)To educate anglers and develop angling skills (emphasis on bass fishing).
C)To strengthen student camaraderie/institutional esprit-de-corps.
D)Promote sportsmanship through athletic competition and fellowship.
E)Encourage good stewardship of our natural resources.
F)To develop and train student athletes for participation in tournament angling.


ARTICLE II


MEMBERSHIP & CLUB PARAMETERS

SECTION ONE


Membership in the HBA is open to any member of the University of Nebraska-Lincoln student body.

A)Student members must be in good academic and disciplinary standing and currently enrolled for classes at University of Nebraska-Lincoln.


B)HBA collegiate team members must meet academic eligibly standards consistent to those of the Collegiate Bass Anglers Association.
SECTION TWO


A)Members will be expected to attend 75% of all meetings.
B)Members will be expected to attend and support 75% of club events.
C)Members will be expected to support and actively participate in all
fundraising activities.


SECTION THREE


A)This organization shall not discriminate in the selection of members or appointments when discrimination is defined as denying individuals membership or appointment on the basis of gender, age, disability, race, color, religion, marital status, veteran’s status, national or ethnic origin, gender identity or expression, place of residence, or sexual orientation.

SECTION FOUR


A) A student organization shall consist of at least five currently enrolled student members. Non-students will be allowed to participate in any student organization activity, but will not be a voting member or an elected or appointed officer of said organization. A non-student is someone who is not currently enrolled at the University of Nebraska-Lincoln for the fall or spring semester.



ARTICLE III

HBA COLLEGIATE TOURNAMAMET TEAM (Club Sport)

A)HBA will seek to sponsor teams that will represent the college/university at local, state and national tournaments.
B)Student athletes will comprise club teams to represent the college/university at regional and national tournaments.
C)Team selection will be determined by HBA club tournament results. The top four (4) student anglers will represent the college at the next sanctioned tournament.
D)Student athletes must be in good academic and disciplinary standing consistent with University of Nebraska-Lincoln student athlete standards.
E)HBA tournaments and events are open to any member of the club (students, staff, faculty and alumni).
F) HBA advisor (faculty member and/or appropriate volunteer) will
serve as the CBAA and other applicable tournament team coach.

ARTICLE IV


HBA OFFICERS


SECTION ONE


The business management and affairs of the club will be under the direction and control of the HBA advisor, and its officers.

A)Officers of the HBA shall be: President, Vice President, Secretary, and Treasurer.
B)Officers shall be elected. Election of officers will take place at the September clubmeeting and will be the FIRST order of new business.
C)Election quorum will be by majority vote of members present at the meeting
(All officers and 60% of HBA membership must be present).
D)Term of office for all HBA officers shall be for a period of one (1) year. All positions will be filled simultaneously and officers shall take office
October 1st. Officers may be elected for consecutive terms for the
same position.

E) HBA members in good standing are eligible to hold office after
one year active membership.

SECTION TWO


Responsibilities of HBA Officers:

A)President shall:
a.Preside over all HBA meetings
b.Direct all official business concerns to the HBA advisor for appropriate action.
c.Appoints HBA committee chairpersons, and assists all special committees as needed.
i.Program Chairman
ii. Community Outreach/Public Relations Chairman
iii. Tournament Chairman
iv. Conservation Chairman
d. Supervises HBA committees
e. Schedule regular meetings and call special meetings as needed.
f. Assure adequate supervision of all HBA sponsored events.
g. Acquire knowledge of parliamentary procedures for purposes of
running efficient meetings.
h. Distributes club related information to the membership in a professional
and timely manner.
i. Actively pursue the development and enhancement of the HBA by seeking opportunities for fellowship and community
involvement.

B)Vice President shall:
a. Perform all duties assigned to him by the President and train for the
club presidency.
b. Preside over meetings in the absence of the president.
c. In the event that the president’s office becomes vacant, shall
assume the president’s responsibilities until a special election can be
held.
d. Serves as the HBA Tournament Director, organizing and
Executing all responsibilities associated with club sanctioned tournaments,
in conjunction with theHBA advisor.
e. Vice president will spearhead fundraising efforts for the HBA.

C)Secretary shall:
a. Keep and maintain a record of meeting minutes (Members may
receive a copy upon request).
b. Maintain a current contact information (mailing address, telephone
numbers, and e-mail address) list of all HBA members and
officers. Provide CBAA with current HBA membership list and
officer contact information
c. Maintain the record of attendance for all meetings and events. (A
sign-in attendance sheet will be used at all meetings and events,
and will become a part of the minutes). Inform President when a
member violates club requirements.
d. Maintain and update the general records of the HBA.
e. Maintain and file all tournament rules and regulations.
f. Maintain correspondence to third parties as directed by HBA
officers and HBA advisor.

D)Treasurer shall:
a. Responsible for all monetary business of the HBA and will be
responsible of maintaining full and accurate books at all times,
in conjunction with the HBA advisor.
b. Render a statement of the condition of HBA finances at each
regular meeting.
d.Collect for financial obligations (dues, fines, entry fees, club sponsorship, etc…) owed to the HBA by members and any outside party.
e.Perform all duties incident to the office.


ARTICLE V

HBA ADVISOR
SECTION ONE

A) This organization shall have one Primary Advisor, which must be a permanent Academic/Administrative or Managerial/Professional faculty/staff member of the University of Nebraska-Lincoln, and may have any number of Secondary Advisors, which may be permanent Academic/Administrative, Managerial/Professional, or Office/Service staff members or Graduate Assistants of the University of Nebraska. Only the primary advisor may approve expenditures of funds.

SECTION TWO

A) The advisor(s) may be a member of the University of Nebraska-Lincoln staff, faculty, or
Administration or appropriate volunteer who is knowledgeable in athletic
administration, Bass angling, and conservation.
B)The advisor’s responsibility shall be to encourage and to provide direction within the organization as needed and to attend all meetings.
C)The advisor will serve as the HBA tournament team coach.
C) The advisor shall be a voting member of the organization.


ARTICLE VI

HBA MEETINGS

SECTION ONE


A) Regular monthly meetings will be held at an agreed upon date and
time, by a majority vote of the club members.
B) There will be no club meeting in the month of December. Only club
officers and advisor will meet during the month of December.
D)All HBA officers in attendance and a quorum of simple majority
of members present are needed to conduct business. The exception being the
election of officer which require 60% membership present for an official vote
to take place.
ARTICLE VII
HBA SPECIAL APPOINTMENTS
SECTION ONE


It may be necessary for HBA officers or advisor to appoint HBA members to serve as event coordinators/ HBA
committee members on an individual basis. These appointments will come
from volunteers with Expertise, experience, or interested in associated areas.



ARTICLE VIII
HBA FINANCES

SECTION ONE


A) Organizational monies will be handled by Student Organizational Financial Services, regardless of source. No part of the earnings of this organization shall inure to the benefit of our be distributable to its members trustees, officers, or other private persons, except that the organization shall be authorized and empowered to pay reasonable compensation for services rendered This organization shall not engage in any activities not permitted to an organization exempt from federal income tax under Section 501 of the Internal Revenue Code of 1986 (or corresponding provision of any future United States Internal Revenue Laws).

SECTION TWO


A) All HBA finances are to be handled by the Treasurer.
B) A HBA budget is to be drawn up for each year by current HBAofficers and advisor in accordance with University of Nebraska-Lincoln
protocol.
C) Operation expenses are to be obtained by applying for college funding,
by sponsoring fund-raising activities, and through contributions.
D) Expense reimbursement requests shall be submitted to the Treasurer
for reimbursement. All expense receipts and appropriate
documentation (bills, invoices and receipts) shall be submitted for
reimbursement.


ARTICLE IX
AMENDING & ISSUING OF THE CONSTITUTION


SECTION ONE


A) If an amendment is desired by any member in good standing with the
HBA, it shall be submitted to one of the club officers in writing.
The recommendation will be put on the meeting agenda and discussed. The
recommendation will then be voted upon at the next meeting.
B) In order for an amendment to pass, it will require an 80% majority
vote of members present at the meeting.


SECTION TWO


A)All amendments must be approved by ASUN.
B)This constitution shall go into effect 08/08/07
