Is it mounted now with screws or bolts and nuts? If you currently have screws get rid of them. Yes a backing plate is needed. If you can use something composite (I have used a composite cutting board cut to fit before) in lieu of wood then do. Drill matching holes into the backing plate and then bolt through the fiberglass and the backing plate and then secure with washers and lock nuts.
