I learned not to leave anything within reach that you DO NOT want to go into the water, but my daughter is nearly 2 and may be more amused by splashy noises than your 4-year old.

Maybe even consider bringing an extra rod for yourself. That way you can set the hook and let her have the fun of landing the fish.
