I've taken the bin temporarily out of service until I can get back there this week with replacement bolts.

Roger, we started using the locking nuts on those installed out here. When replacing the missing sign at Walnut Creek North of Crete, I used Loc-tite generously on the nut and threads. That may work for you as it should eliminate the "finger" removal as well as the loosening by the wind.
