First catch a carp 10lbs or larger. Clean the fish and cut the rib section out, I leave the skin on because it gets nice and crispy when fried. A 10 lb carp should provide you with two 10" slabs or so. Score the ribs with about 4 cuts on the skin side. Rub the slabs with Garlic lemon pepper like you would pork ribs. Marinate the ribs for at least 3 hours, I would do it over night. Pour oil 1 inch in a prying pan. fry until golden brown.
I made some last night and should of took a picture they almost look like baby back ribs.
